We already have this amenity thanks to the sustained efforts of a handful of focused people in the past.

It is so prized by people who do not have a village hall that they will work for years running raffles, sales, fetes and so on, just to get one.

So we must look after ours, and use it.

A group set up to investigate a plan for new community facilities in Madeley, near Newcastle, is seeking extra help from local people.

A committee has been formed to discuss the overall plans for a major new village hall, costing up to £1 million. In addition, a number of smaller groups is being set up to advise on different aspects of the plans. These include groups investigating potential funding for the scheme, a group studying the detailed planning and design of both the building itself and the land surrounding the present hall. Other groups are looking at the environmental and recycling aspects of the proposal while another is linking in with the highly-acclaimed Madeley High School which is also involved in the proposal. However, the chairman of the project committee, Roger Goodwin, says there are a number of fields of expertise which are not fully represented and he is seeking assistance from other villagers who are prepared to offer help.

The help needed is particularly in the fields of: financial accounting, the business plan and its links to local government, project management, and music, theatre and recreation.

Mr Goodwin said: "I feel sure there are people in the area who could offer their expertise in these fields and we would be delighted if they came forward to help the community. "We are not expecting people to give too many hours of their valuable time and the more people who come forward, the better. Of course, we would welcome anyone who feels they have any expertise which they believe would be of use to get in touch with us."

Madeley Village Hall Project

The main business has been the acquisition of the Allotment and Village Hall fields from Staffs. County Council which is the basis of the project. After a long period of negotiations, Staffs CC agreed to sell the land to Madeley Parish Council subject to the preparation of an acceptable business plan and terms.

Your ideas needed

The Village Hall Project Steering Group feels very strongly that Madeley needs and deserves a new and enhanced community building that meets the needs of all age groups in our village. They have acquired the services of David Morrey of Hulme Upright Manning Architects who are providing the initial design work free of charge under the Pro Help scheme. Nothing whatsoever at this stage is decided. Detailed consultations have taken place with the existing users of the Village Hall and adjacent Scout building. A draft outline plan of a new hall, possibly to be located in a more central and visible position on the site, is shown above. This outline plan is at present being further modified to take account of users' comments and the modified outline plan will be displayed to the whole village and interested parties from surrounding areas in a week-long exhibition at the Village Hall.

First some background.

There has been a hard battle since 1996 to save this significant open piece of land from housing development, and to get the site designated for community use. The Village Hall and allotments are owned by the County Council, but the County Council has agreed to either sell or give a long lease, provided that any proposals take proper account of local needs, and conform with relevant policies. The Parish Council has an annual lease on the allotment site. The Village Halt has a lease on the Hall site until 2016. A full business plan has to be submitted, to demonstrate that any project will not become a white elephant, and will be financially sustainable.

A lot of hard work has been put in by a number of people to get to the position we are in today. The project is very ambitious. A rough estimate of the cost of the outline draft proposals is upwards of eight hundred thousand pounds for Phase One of the project! To have any chance of success we have to demonstrate local involvement and identified need. If you believe, as we do, that it is about time that Madeley had some decent facilities for all age and interest groups then please come along and have your say and encourage other family members, friends, neighbours and particularly children and young people to express their views. Help to create a facility Madeley will be proud of for years to come. If we do not suceed this time then the chance will be gone forever in a sea of housing.
